Abstract

In this paper presents the theoretical and conceptual framework
of research on community participation for citizen control of
public services house in the neighborhood Forest District of
Barranquilla.
The work focuses on the areas of community involvement
that the political Constitution and the Law 142, 1994 have opened
for users of public services at home exercise social control over
corporate borrowers of drinking water, sewerage, toilet, gas ,
energy and telephony.
