Colombia’s foreign policy: a stalled institution in the history

Abstract

Foreign policy is understood as a public policy, aimed at the achievement of the interests of a State, through interaction with the other actors in the international system. Its design and implementation must be based on the ability of governments to consolidate the political and economic spaces through medium- and long-term strategic alliances with the other players in the international system. The main purpose of this essay is to analyze the evolution of Colombia's foreign policy and the influence that the various models have had throughout history, marked mainly by the respice polum, as paradigm prevalent during the greater part of our historical evolution.
Also, it will consider the theoretical pillars that institutionalism brings in its design, implementation and transformation, generating with it, fundamental tools of required study.

Profesional en Relaciones Internacionales, Especialista en Gobierno y Asuntos públicos, estudios de maestría en Resolución de Conflictos y Medicación, Doctorante en Ciencias Sociales. Académico e investigador en relaciones internacionales, haciendo énfasis en la política exterior de Colombia y los procesos de integración regional suramericano, áreas en las cuales ha desarrollado sus trabajos investigativos en los últimos dos años, dirigiendo los proyectos; Análisis y Evolución del Réspice polum y
