Abstract

The current work describes the theoretical approach regarding institutions of on the one hand, Professor Jairo Parada and, on the other, the regions economics studies center of the Banco de La Republica at Cartagena city. These have provoked a debate between these both prominent actors of the regional economic opinion. To understand this debate, first, it was necessary to know the theoretical approach of each party regarding institutions and second, the relationship between institutions and regional economic development and, finally, the economic policies suggested by both parts in order to promote the economic and social development of the Caribbean region.
