Abstract

This article aims to promote reflection on public policy in education and development in the Caribbean region as an academic contribution in relation to the formulation, implementation and contribution to the quality of education and the development of society from the perspective of institutions and agencies. This document provides the reader the opportunity to reflect on the context history, conceptualization and public policy focus on education as a factor of development and social welfare. It reflects, on the conditions associated with the effectiveness, efficiency, equity in order to move towards a quality education. Finally, we present some procedures guiding the construction of public policy from the perspective of education as a factor of development and social walfare.
