Abstract

As part of a larger work on the National Public Expenditure in the Caribbean Region and land use planning in the period 1995-2007, this paper analyzes the allocation of the National General Budget for investment regionalized between 1995-2007 in Colombia. Are
some explanations about the relationship between Gross Domestic
Product (GDP) and population with unmet basic needs (NBI) and the
evolution of poverty by regions of Colombia. On the other hand, he
examines the General Participation System (SGP) and the development
of resources for social investment in education and health. The final discussion addresses issues related to municipal and state tax revenue has been pointing out how the behavior of these during the study period.
