La inversión pública nacional en Las regiones de Colombia, 1995-2007

Como parte de un trabajo más extenso sobre el gasto público nacional en la región Caribe y el ordenamiento territorial en el período 1995-20071, en este documento se analizan las asignaciones del presupuesto general de la nación para la inversión regionalizable, entre los años 1995-2007 en Colombia. Se presentan algunas explicaciones sobre la relación entre el producto interno bruto (PIB) y la población con necesidades básicas insatisfechas (NBI), así como la evolución de la pobreza por regiones colombianas. De otra parte, se analiza el sistema general de participaciones (SGP) y la evolución de los recursos destinados a la inversión social en educación y salud. La discusión final trata asuntos relacionados con los ingresos tributarios municipales y departamentales señalando cómo ha sido el comportamiento de estos en el período estudiado.
