Abstract

The Atlantic Department has increased the number of displaced families received in its territory from 725 in 1997 to 1467 in the first three months in 1999. This situation of accepting families affected by violence represents a process of social and economical process in the villages of this Department and in Barranquilla District.

The first section of the paper offers a contextualization to the problematic of the displacement phenomenon to a national level by citing the implications it has in the departments both receptors and expellers. As a second point, the results of the research to a local level are shown. They include social and demographic information, the main responsible people and the facts which motivated the phenomenon. The third section shows an estimate of the impact the displacement generates in the neighbor boods Las Flores and Villa del Mar (Barranquilla, Colombia). This includes the testimony of a displacement victim. At the end, a series of recommendations are presented which are the result of academic reflection and the politics suggested by the present Development national Plan and the World Bank.
