Privatization in Cartagena and Barranquilla A mercantilist paradigm in the management of public services in Colombia

Abstract

This article analyzes the partial privatization process of two of the most
important domiciliary public enterprises in Cartagena and Barranquilla: a)
Public Services Enterprise of Cartagena as the base for the “Waters of Cartagena”
creation and, b) “Triple A” of Barranquilla that inherited the municipal public
services enterprise after its liquidation process.
