Abstract

This case study provides a realistic, current, and detailed view of an outsourced software development project in a state agency which expects to have an integrated information system within six months. The case focuses on aspects of human resources and communications management that have not been properly undertaken, mainly due to lack of experience of the vendor and to customers’ lack of control procedures. Although deadlines are met, the quality of deliverables is significantly affected and the senior management of the state agency faces the decision to cancel the project.This case study can be applied in project management and information technology management courses, to illustrate the challenges involved in the management of an information system project, regarding the human resource, communications and outsourcing management.
