Abstract

From the 1990s the Colombian government began to implement laws to encourage
the emergence of agencies and programs to support the creation of new business. Today
there are general and specific norms as laws and instruments unknown by many people.
This paper presents the findings of researches about entrepreneurial activity regulation
in Colombia as well as instruments of support used. We use the institutional economic
theory, specifically North (1990). The information is collected from 30 interviews and
official documents. In general, the existent regulation in addition to being scattered is
unclear and unspecific.
