This work presents a synthetic view of the effects of the opening process in the city of Barranquilla, in the industrial, commercial and services sectors, during the period from 1991 to 1996, and it refers to the discussion about the industrial or commercial profile of the city. It is pointed out that, in spite of the difficulties and the loss of the industrial dynamism, there are precise actions that allow to see with optimism the future of Barranquilla, as long as the political problem that affects the District is saved. For the author, this is one of the main threats to the development of the district that together with the fiscal question, constitute one of the expressions of the political crisis of the city, making impossible an agreement between the public and private sector.
