Abstract

A partir del establecimiento de la libre circulación de personas entre los estados que integran la Unión Europea acordada con la suscripción del convenio de Schegen, surgió la necesidad de definir no sólo aspectos referentes a visas, asilo y demás normas sobre circulación de personas encaminadas a evitar afectaciones al orden público, sino, además, de crear un sistema de información que permitiera a las autoridades de policías ejercer control frente a la comisión de delitos internacionales y el actuar de las redes de delincuentes. No obstante lo anterior, entre los estados comprometidos se mantiene el criterio que tales regulaciones deben estar encaminadas principalmente a convertir Europa en un espacio de libertad, seguridad y justicia.

Abstract

Starting with the establishment of people free circulation within the states conforming the European Union as established under the subscription of the Schengen Agreement, there emerged the need of defining not only aspects referring to visas, asylum and other people’s circulation norms tending to avoid affecting public order, but also of creating an information system allowing police authorities the exercise of control facing the commission of international crimes and the actions of delinquent nets. Nevertheless there is the criterion among some o0f the involved states, that such regulations should mainly lead to turn Europe into a space freedom, safety and justice.
