Abstract

This research describes and characterizes how the community participates in monitor and control activities related to household utilities in the neighborhood El Bosque in Barranquilla, Colombia. 217 surveys were applied in order to learn about the community’s perception over the participatory means available with respect to household utilities. This research found that the community makes no use of the legal tools in order exercise it rights, mainly because of the lack of information regarding the rights and resources available to them.
