Abstract

The objective of this work is to interpret the new meanings of democracy in Venezuela, constructed from the changes and transformations initiated in 1999 (constituent process-political reform), taking as center the discourses and practices of a citizenship that must participate in an active and organized in public affairs with a view to find a solution to their most pressing problems. The methodological approach (qualitative-hermeneutics) is done by considering that this redefinition is a subjective construction of the values, actions and rules in the political sphere, which tries to explain how to construct the citizenship, primarily at the local level, through associative forms (such as the communal councils) in its interrelationship with the State. It is concluded, that from the beginning of the new constitutional order of 1999, they began building in Venezuela a new subject that tries to facilitate their demands through the social organizations
