Security Strategies: tools to fight for more Liberty and Security world. A view from Spain

Abstract

State structures should adapt to today's globalized world. Supranationalcooperation and support between states are essential to address all threatsto liberty and security of individuals, organizations and states themselves.Besides, the concepts of global security and human security reflect the necessityof an exhaustive treatment of such threats. The attacks of 9/11 initiateda collective imagination in which the fight against global insecuritysometimes becomes an obsession. In this scenario, we propose that it cannotbe forgotten the primacy of the principles that have inspired the Rule of Lawas a product of civilization, which is unavoidable, unless we fall into the defenseof barbarism to fight the same barbarism. Also, insecurity is presentedtoday as a diffuse threat, which may have originated far from state borders,being actually a transnational reality. The “security strategies” serve tothis purpose, which are analyzed in this work
