The article proposes the recognizing of the cultural mestizaje as a way of daily and permanent cultural production in Latin America, as one of the keys for Interactivity. Starting from an analysis of inequalities
in "globalization continent" and from the meaning of it in the technological scientific revolution, this paper establishes the "places" of TICs' Interaction and the potential "places" for Interaction from them.
Finally, the new mestizajes are presented and some action lines are proposed to propitiate the construction of a new order of cooperation for knowledge, education and Information In order to oppose to the centrifuge way of its propriety and circulation which are supported by the idea of culture transmission in a top-down way.
