Abstract

This work shows that Electoral Observation MissionsEOM oriented from the
Unit for the Promotion of DemocracyUPD of the Organization of American
StatesOAS, reflect the current changing trends in international relations in
general and the regional relations in the last thirty years particularly. This
analysis arises in the context of the theory of international society in the
sense that the development and strengthening of democratic institutions
and values have generated a common project in the region of Latin America
and the Caribbean. It contains three sections, the first outlines theoretical
aspects of the international society approach that contribute to the analysis
and the limitations of others. Then it will check the general contexthistoric
and regulations that have
formed the Organization of American States and
in turn to the institutionalization of the UPD, highlights the consolidation
of the supranational organization and the role of some characters in same
process. Finally, it analyzes the strengthening of institutions and democratic
practices of the OAS through the UPD at key moments in the recent regional
political history.
