Approach to the Colombian Environmental authorities

Abstract

Even though Colombia is a country divided politically and administratively by departments, districts and cities, its physical conditions of climate, vegetation, natural resources, environmental problems, and even the different culture live inside their people, make it a country formed by regions. That is why that the use of the renewable natural resources, the national population growing plan, the diversification problems, the growing of the

residues generated, and the use, and management of the natural resources, are issues that requires regional environmental authorities with political and administrative autonomy, own legal

function, corrective and sanctioning powers, and investment capacity, among other requirements.

The present is a descriptive work, of interpretation and normative application. It is a contribution for understanding the regional environmental dimension in Colombia, and a tool for the knowledge of the Independent Corporations Regional views within a National System Environmental (SINA).
