Concordance of Colombia’s police legislation with its current Political Constitution

Abstract

The 1886 Colombian Political Constitucion foresaw the maintenance of public order as an indispensable condition to assure peace through roles that limited rights and liberties. The goal of our present Political Constitucion is to assure peace to all the citizens of keeping the necessary conditions for the exercise of rights and liberties. The majority of the police roles presently roling, or at least the most important ones, were enacted when the 1886 Political Constitution was in force. That is why it is necessary to analyze the vision of the 1991 Political Constitution and poitn out the caracteristics of the police roles presently in force in order to determine cohether such roles are in accordance with the present constitutional principles, on thecontrary, if they respond to the vision of the previous constitution.
