Conflict of jurisdiction in the exercise of urban environmental issues in the Área Metropolitana de Barranquilla

Abstract

Despite the existence of sufficient criteria to resolve jurisdictional conflicts arising from the exercise of the functions of environmental authorities in Colombia, the Colombian Caribbean districts they still exist and are not final solutions in sight. Although most of the criteria are shown clearly in policy instruments, policy and theoretical problems are constant. This document describes some of the difficulties associated with the conflict of jurisdiction between the regional environmental authority with jurisdiction in the department of Atlántico (Atlantic Regional Autonomous Corporation-CRA) and the city of Barranquilla environmental authority (Technical Administrative Department of the Environment of Barranquilla - Bama, Damab), and also provides solutions for resolving them.
