Factores ambientales y su incidencia en espacios públicos, desarrollo social y economía

Abstract

The environmental problems of the downtown are studied in this article and the way they affect the people, the space, the architecture and the economy from a systemic perspective. The study included the sector between the streets 48 and 46, and the streets 30 and 45, with readings of downtown, city and region. The environmental and the urban are themselves carefully considered and also their incidence in the social development and the economy.

The objectives proposed were to get to know the factors associated with the environmental damage, to measure the damage of the public space and the pollution at a perceptual level, to know the real dimensions of the inefficiencies, malfunctions and lack of economy linked to the environmental problems, and to propose policies and strategies for the recovering of the downtown. This work was developed as a case study, descriptive-interpretative, with a qualitative-quantitative approach.

The results show a general poverty both of actors and users, damage, mixed pollution, dirtiness, untidiness and malfunctions. There is a predominance of the popular consumption businesses: they are small businesses, informal and of low capital investment; there is a low occurrence of uses other than commercial especially of housing. The cost of properties and the use of upper floors is low. The public space the furnishing and the infrastructure have been deteriorated and are insufficient. However, there is a great potential of recovering places and the architectural heritage.

It was revealed that there is a tendency to create a greater centralization including the Traditional Downtown and the north sector. It was concluded that there are multiple factors associated with the environmental deterioration of the area due to the adaptation process of the cityfriver and the downtown/city and that they are synthesized in the public space. The poor management is associated to those factors at their very source.
