Abstract

He conduces with an educational proposal suited to these children’s conditions of life; the proposal is entitled "Community Welfare Homes" and his been developed by Universidad Del Norte during the lost 20 years. The technical aspects of this proposal hove been the basis of o national program which now covers 1, 500,000 children.
