Abstract

This essay summarizes a considerable amount of data which Shaw the significance of the first seven years of life for human development. It emphasizes the importance of pre-school education as a key factor in the optimization of various facets of human potential including the psychological emotional, cognitive, communicative and aesthetic dimensions, this demonstrating that it is never too early to learn Following this conceptual background study, the author makes use of official data to describe what it means to be a child in Latin America and the Caribbean, where approximately 50% of children live in poverty. He conduces with an educational proposal suited to these children’s conditions of life; the proposal is entitled "Community Welfare Homes" and his been developed by Universidad Del Norte during the lost 20 years. The technical aspects of this proposal hove been the basis of o national program which now covers 1, 500,000 children.
